The government is made up of citizens. The citizens constitute the foundation of every nation. They give consent to those who govern them. So the citizens should know their role. If they do then they will know how to hold the government accountable. The government cannot act or do anything alone without the participation of citizens which explains why the driving force behind government action is mobilizing and organizing citizens at the grassroots to put pressure on the government to either create good or change bad policies.
